Riverside County plans to name a new top attorney later this month, bringing in ex-Napa County CEO and a former Riverside County attorney Minh Tran as its new county counsel.

Tran left Napa County when that county’s supervisors voted to “release” him from his employment, a Friday, July 29, Napa County news release states.
“Mr. Tran has been expressing interest in transitioning out for some time, and his commitment to the CEO role was uncertain to us,” board Chair Ryan Gregory said in the release. “After a thorough deliberation, we decided it is in the County’s best interest to start that transition now.”
Riverside County plans to name Tran to the post at the Tuesday, Aug. 30, board of supervisors meeting, a Riverside County news release states. That also will be his first day on the job. His annual salary will be $285,000, according to the release.
“Minh is an exceptional leader with discerning judgment and strong legal acumen,” board Chair Jeff Hewitt said in the release.
Tran’s appointment was originally on the supervisors’ July 26 meeting agenda but was pulled.
The county counsel’s office has more than 50 attorneys and a roughly $7 million budget. It advises the board on legal issues and represents county government in court.
Tran will follow Greg Priamos, who abruptly retired in March after serving as county counsel since 2014. Priamos had clashed with civil grand juries, one of which accused Priamos in 2015 of interfering in its work. Priamos said the jury misunderstood his role and its powers.
Tran has more than 28 years of experience in law and government, Riverside County’s release states. He was Napa County’s CEO for five years and at times was CEO and county counsel. A UC Riverside graduate, Tran has a juris doctorate from the University of La Verne College of Law. He worked for a decade as a deputy county counsel in Riverside County.
“Returning to Riverside County is exciting, both professionally and personally, and I look forward to joining a team dedicated to driving the county forward,” Tran said in the release.
