Police Blotter: August 8 – 28 – The Dickinson Press

Unless otherwise noted, all individuals named are Dickinson residents.

DICKINSON— The Dickinson Police Department responded to numerous calls for service over the past three weeks, and these are just a few highlights of incidents that occurred.

3:51 a.m. DPD approached a man dumpster diving near Benedict Court Assisted Living Facility. The man was advised to leave and obtain permission from establishment management.

3:58 a.m. Report of a 13-year-old male returning home

past curfew

. No further action was taken.

9:08 a.m. A male wearing high visibility clothing was reported checking doors in a residence in southwest Dickinson. No suspects were identified.

12:43 p.m. Report of a child outside by himself in southeast Dickinson. Upon arrival, offers could not find any children in the area.

5:26 p.m. Report of a vehicle that was struck by a rock when starting a lawnmower in southeast Dickinson. Advised parties that the damage did not require reporting. They were instructed to exchange information.
6:38 p.m. Report of an individual’s Facebook being hacked. No further action was taken.

7:12 p.m. Report of male scammed for $200 from an unknown individual. The male was advised to contact his bank to cancel the $200 transaction. No further actions were pursued.

11:07 a.m. Jack Dotson, 40, was arrested for two municipal warrants (W202301097, 202301066). Jack was being held on two separate cash bonds at SWMCCC totaling $800

11:09 a.m. Chelsea Moore was arrested on a warrant for property theft. She was at SW Multi-County Corrections Center for five days, placed under unsupervised probation and banned from Arc Aid for a year.

11:52 a.m. Individuals called to report suspicious activity that occurred in 2019.

1:26 p.m. Makya Samson, 18, was issued a summons for shoplifting with a court date of 8/10/23 at 1000.

2:15 p.m. Report of a gas drive-off from Holiday in the amount of $39.94.

8:00 p.m. Found Cell Phone in Downtown Dickinson. Unable to locate the owner. The phone was placed in the lost and found.

10:21 p.m. Report of a male looking in the windows on the south side of CHI St. Alexius Hospital. Officers arrived on the scene and did not find anyone in the area.

6:38 a.m. Extra patrol requested in the 600 block of 26th St W. Persons were caught on camera walking in and out of different backyards after dark. Be on the lookout entered—no further actions taken.

11:47 a.m. Officers received a call about an elderly male going into Family Dollar and buying a large amount of gift cards.

1:09 p.m. Officers received a call about an assault that took place 20 years ago.

3:19 p.m. Fifteen-year-old juvenile female cited for possession, purchase, or use of tobacco products by a person under 21 and released to the parents.

3:26 Officers received a call about an internal theft at Walmart.

5:53 p.m. Tyrin Sturmer (30) was arrested for Simple Assault Domestic Violence (B Mis, no bond), Criminal Mischief (A Mis, $400 bond), and Intentional Interference with an Emergency Call (C Fel, no bond). Sturmer was transported to the SWMCCC where he was held on no bond.

6:14 p.m. Shabanese Ray (29) of Las Vegas, Nevada was arrested on a Bakersfield, California full extradition warrant (W# BF184748C) (Robbery 1st Degree ×2) (Assault with Semi-Automatic Firearm on Person)(Burglary 1st Degree) (Participating in a Street Gang) ($275,000) after being located in a motor vehicle. Shabanese was placed in handcuffs, which were checked for fit and double locked, her person was searched and later transported to the SWMCCC to be lodged.

7:44 p.m. A male reported that he left his vehicle at Jake’s auto detailing and he cannot get a hold of anyone to pick it up.

8:51 p.m. Report of two male individuals whose IDs were confiscated at the Spur Bar on suspicion of them being fake. Upon Law Enforcement arrival, The ID’s were found to be fake and they were taken from the bar.

10:50 p.m. Report of loud music as well as arguing coming from residence. Upon arrival, loud music was turned down without issue.

11:19 p.m. Officers responded to a domestic altercation. The case will be forwarded to the City attorney for consideration of charges.

11:41 p.m. Ryan Morrison (36) of Dickinson, North Dakota was arrested for (23.76.010) Driving While Under the Influence of Alcohol with an AC of .08 or Greater (B Misdemeanor). Ryan was issued a citation with an initial date in Municipal Court set for August 24th at 1000 hours.

1:35 a.m. Ranny Heltera (41) of Dickinson was arrested for Criminal Trespass – Dwelling (C Felony) (No Bond) and Preventing Arrest – Felony Charge (C Felony) (No Bond). Ranny was placed into handcuffs, his person was searched, and he was placed into a squad car to be transported to the SWMCCC to be booked for his charges. Ranny was given an initial District Court date of 08/23/2023 at 0900 hours.

8:33 a.m. Report of a sexual assault at the ER.

4:52 p.m. Grey cat brought to animal shelter from field by Wahl/10th Ave. West.

9:18 p.m. William Hermanson (38) of Dickinson, North Dakota, was arrested for Terrorizing (12.1-17-04) (C Felony) after threatening to kill two female subjects, as well as utilizing a knife to attempt to gain entry into a bedroom. William was placed in handcuffs, which were checked for fit and double locked, his person was searched and later transported to the SWMCCC to be booked in a No Bond. William received a citation with an initial date in District Court set for August 23rd, 2023, at 0900 hours.

10:57 p.m. Request for a welfare check on a female individual who has not been seen leaving the apartment for a few days. Upon arrival, the female answered the door and stated she was fine and that she was just avoiding the neighbor who called in the welfare check due to being annoying.

11:20 p.m. A male individual called to state that his car has not been moved from the view of his room at Evergreen, but somehow it keeps running low on gas and believes someone is driving it. The male stated he is the only one with keys and access to the vehicle, so he does not understand how it keeps happening. The male was informed to call Law Enforcement if he saw the car leave.

11:25 p.m. Todd Williamson was arrested for Possession of Drug paraphernalia- Methamphetamine. Todd was remanded to the SWMCCC on a $400 bond.

9:53 a.m. An unknown suspect struck a City of Dickinson stop sign on the 200 block 5th Ave W.

12:25 p.m. Report of a runaway juvenile; later located 8/18 at 2670 6th Ave W.

1:36 p.m. Report requesting to trespass Joshua Olson from Best Budget Inn and 127 11th Ave W.

6:53 p.m. Report of an injury accident at the intersection of 3rd Ave And 21st St W. An off-road dirt bike was heading southbound with no lights on when a Dodge truck turned westbound. The dirt bike collided with the front passenger side.

6:00 a.m. report of two individuals yelling and cursing at a man. The reporting party wanted to create a matter of record and did not press charges.

8:10 a.m. report of an argument between La Quinta Inn & Suites hotel staff and a guest who had damaged property in the booked room. Officers advised hotel staff that this was a civil case and they could charge damages to the credit card the guest used to sign for the room. No further action was taken.

9:00 a.m. Report of DPD officers speaking with an unnamed individual regarding narcotics activity happening within a residence on the 800 block of 1st Ave East. Southwest Narcotics Task Force was present and took over the case.

9:31 a.m. 21-year-old male was issued a summons for a dog or cat public nuisance, and a future court date was provided.

12:25 p.m. report of Holiday Stationstore gas drive-off total of $52.74. An individual was located and returned to pay for fuel.

1:33 p.m. Report of multiple gas drive-offs in July from Holiday Stationstores

2:23 p.m. Report of a male walking near 2400 block while playing loud music from a speaker. The individual was told to turn the music down. The individual consented and continued on his walk.

4:07 p.m. Report of Lucky’s Arco gas drive-off. DPD reached out to an individual who said he would have his wife pay for gas.

4:14 p.m. Orange General Lee BMX bike found near Simpson Park. Bike was impounded.

5:22 p.m. Simonson South requested to have an individual trespassed. DPD issued a trespass, and no further actions were taken.

6:10 p.m. Kathleen Wright, 55, was arrested for a municipal warrant on failure to pay fines for leaving the scene of a motor vehicle accident. Kathleen was placed in PFDL handcuffs and transported to SWMCCC without incident.

7:54 p.m. Report of single loud noise at West River thought to be a gunshot. Bystanders identified it to be a firework. Unable to locate source.

7:57 p.m. Report of Simonson’s North gas drive-off. Driver was contacted who said he’d return to pay for fuel.

8:13 p.m. Report of a death near 521 Belmont St.

8:42 p.m. Report of a female orange tabby cat found near 3rd Ave West and 12th St West. No collar. Cat was impounded.

10:15 p.m. Report of multiple juvenile males cited for ingesting marijuana near 1st West and 12th Ave West. All cited into the Juvenile Court.

11:18 p.m. Shanice Curry was arrested for terrorizing and cited for possession of Marijuana.

6:01 a.m. Daniel Kostelcky, 62, was issued a PTA for allegedly exposing genitals. Individual was provided with a court date.

7:46 a.m. Tyler Frank, 38, was arrested for assault on a peace officer at the Law Enforcement Center. A court date was fixed.

2:17 p.m. Dayquan Jones, 24, was arrested for two Stark County warrants. He was transported and booked into jail without incident.

5:58 p.m. Report of a request to remove a male from the Best Budget Inn for yelling at hotel staff. Staff agreed to let the male stay the night and check-out the following morning. No further action was taken.

9:57 p.m. Juvenile female was cited for domestic violence and remanded to the temporary custody of Sunrise Youth Bureau.

7:45 a.m. Report of Holiday Gas station drive-off totalling $133. Contact was made with the owner of the vehicle, who said would return to pay for gas.

7:59 a.m. Report of house fire at 1449 13th St. W. Officers provided road closure for fire department operation.

10:44 a.m. Report of a female call requesting officers to check if a weapon a client of hers owned was loaded. The weapon was a BB gun with no BBs.

12:38 p.m. Report of a couple working for DoorDash trespassed from Taco Bell for being unruly.

3:16 p.m. Officers received a call about a female who took pills and cut her wrist.

3:51 p.m. Report of a mother requesting search of daughter who is alleged methamphetamine addict and needs to be committed per Judge’s order. Female was entered for eleven days.

4:01 p.m. Report of drugs and BB gun requiring pick up from Heartview in St. Joe’s Plaza. Officer confiscated drugs for destruction and a BB gun for safety and evidence.

5:15 p.m. Maccoy Freeman, 24, was arrested on a McKenzie County warrant for simple assault and being held with no bond.

5:40 p.m. Report of an ATV-related accident at 8 St Southeast and Meadow Drive. The individual was reported to have suffered head trauma and was transported by ambulance.

9:53 p.m. Report of officers confiscating two fake ID cards at Spur Bar.

10:29 p.m. Alex Dauksavage, 37, was arrested for resisting an officer after exiting his vehicle during a traffic stop and failing to obey law commands. The individual was placed in handcuffs and transported to the SWMCCC to be booked on a $300 bond.

2:30 a.m. Report of a K9 search of the Family Dollar near Villard St. W after a business alarm call due to opening the door. No suspects were found inside the business.

6:59 a.m. Report of assault and burglary on the reporting individual near Jakes Auto Detailing. After further investigation, it was determined that it was a false report. The case was forwarded to the State attorney’s Office for consideration of charges.

9:22 a.m. Female reported her neighbors taking pictures of her vehicles. An existing restraining order is found on neighbors. Matter of record.

11:39 a.m. Report of homeless male loitering behind Auto Value Plus. Male was identified and stated he was passing by on the way to the library.

1:19 p.m. Report of continuous business alarms going off at Taco Bell. Management was informed to fix the issue or would be fined for every responding call.

7:53 p.m. David Hippe, 36, was cited for littering near Legacy Square and fined $200.

8:10 p.m. Report of a female who was harassed by her ex-boyfriend’s ex-girlfriend’s best friend driving past Custer Crossing apartments and calling her derogatory names multiple times in the last weeks.

8:30 p.m. Request to speak with LE asking for assistance with individuals traveling across the state. The subject was headed to the Mayo Clinic in Rochester, MN, for medical appointment and cancer treatment. Individual was living in a van and traveling from Oklahoma when he ran out of gas. Subject was given a food and gas card due to the circumstances.

8:54 p.m. Report of a brown Chihuahua being impounded after being picked up in the 2600 block of 6th Ave West.

9:55 p.m. Report of the owner of the Paragon Bowl asking for removal of trespass of two individuals who were trying to access the establishment again.

11:41 p.m. Report of a group of individuals being loud during a house party. Law Enforcement arrived and they had already lowered volume and acknowledged they were being loud and apologized.

7:37 a.m. Report of a black Genesis incline bike impounded found near 500 block of 21st W.

8:13 a.m. Report of a blue Schwinn bicycle left by the sidewalk on 3rd SW and 1st Ave SW. The bike was logged and impounded.

11:34 a.m. Report of an individual staying at the Comfort Inn not opening the room door for management. Subject opened the door for DPD and agreed to be transported to the emergency room by a caseworker.

3:06 p.m. Mackenzie Smman was arrested for Possession of Drug Paraphernalia and placed into custody of SWMCCC on a $400 bond.

3:53 p.m. Randall Sam, 59, was arrested on a federal warrant for aggravated sexual abuse of a child and abusive sexual contact of a minor.

7:13 p.m. Report of man laying on the ground near Men’s Den Salon. Subject had a Stark Warrant and was taken into custody.

7:41 p.m. Report of shoplifting from Walmart.

11:21 a.m. Report of gas drive off from Holiday Station. Unable to locate the subject.

11:38 a.m. Officers spoke with an individual who was believed to have placed a “Slow Children Playing” sign in the middle of the roadway by 1st SW and 4th Ave SW. Individuals were advised that they should not put the sign in the middle of the street and told to remove it.

11:40 a.m. Report of child left alone in Walmart. Child was lost and returned to parents, no further action taken.

11:49 a.m. Report of a female reaching out to DPD asking for advice on how to get her ex-boyfriend off her lease.

1:38 p.m. Report of an individual being removed from Astoria Inn and Suites. Trespass warning was issued, as well as a warning for Badlands Inn, Heritage Hotel and the Dickinson Inn per management request — individual left without incident.

3:17 p.m. Donovan Sigmon, 49, was arrested for possession of a controlled substance, methamphetamine, and a warrant.

7:14 p.m. Report of a stolen Pizza Hut logo car magnet was located and returned to the owner. Individual with the magnet was also cited for possession, purchase or use of tobacco products by persons under 21.

8:00 p.m. Javen Johnson, 24, was cited for shoplifting in Walmart. Additional suspects fled the scene before being cited.

4:52 a.m. Report of a male calling to get assistance with his wife at the Best Budget Inn. Male did not want to be in the same room with his wife. Officers stood by while the male grabbed an umbrella and left the room.

5:48 a.m. Report of lack of maintenance on part of the landlord from a resident at 1088 Meadows Dr.

7:06 a.m. Report of Juvenile male cited for theft of property and remanded to the temporary custody of Sunrise Youth Bureau.

7:31 a.m. Small Track bike was impounded in the 1300 block of 24th St W.

9:30 a.m. Two young juveniles were returned to their parents after a neighborhood canvas. Case will be forwarded to the State attorney’s Office for consideration of charges for child neglect.

10:02 a.m. Report of Holiday Station Store gas drive-off for $51. Individuals returned to pay gas.

12:49 p.m. Report of an arrest of a female with warrant after a welfare check was called on her.

1:15 p.m. report of an intoxicated man walking down the street near the 600 block of Villard St W.

1:48 p.m. Report of an extremely intoxicated individual following a welfare check. Subject was taken to hospital for detox.

4:50 p.m. Report of call to have an individual trespassed from Red Roof Inn. Subject was sleeping in a car in the back of the parking lot. The car had Washington state plates. The name provided by the front desk did not match the registered owner. DPD was unable to locate the subject or car.

7:22 Report of an individual living in the East Villard Self-Storage unit.

8:05 p.m. Report of a break-in at 817 2nd Ave W. The back window was damaged and signs of entry were found, but nothing was taken.

9:10 a.m. Report of a male individual attempting to enter residence that was not his. No damage was done, residence owners asked for the man to be removed. Occurrence took place on the 1000 block of 5th Ave W.

10:43 a.m. Report of a counterfeit one-hundred dollar bill obtained at the Dakota Community bank during a deposit from American Legion. The fake bill was confiscated and turned in as evidence.

11:32 a.m. Holiday Station gas drive-off of $59. Subject was contacted and told to return to pay for fuel.

12:06 p.m. Officers responded to a vehicle crashing into a bicycle. Cyclist sustained minor injuries and was transported to the emergency room for evaluation.

3:55 p.m. Report of male requesting information for the eviction process of tenant. Individual was advised to go to Stark County Courthouse.

6:16 p.m. A report of a backpack full of medical supplies turned into DPD which was placed in lost and found. Found near the 800 block of 4th Ave E.

7:53 p.m. Report of someone dumping cat feces and cat litter into a yard.

10:14 p.m. report of someone with binoculars in a tree row on the 500 black of 8th St SE. No one was located.

8:45 a.m. Report of Shana Meshke-Hut, 30, arrested for possession of controlled substance– meth and possession of drug paraphernalia near Oasis Inn.

11:45 a.m. Report of a male and female in the Burger King bathroom ingesting narcotics. Subjects were escorted and removed by staff who gave officers names and pictures. Management requested they be trespassed if located.

1:14 p.m. Report of a male who appeared to live in an abandoned shed. Subject was trespassed by a property owner in the 300 block of 5th St. W.

1:35 p.m. Report of a former employee approving business purchases without authorization.

8:47 p.m. An individual reported an abandoned

GOAT scooter

. The individual was advised that the scooter was not causing an issue.

1:17 a.m. Report of a woman who appeared to be hallucinating. She asked officers to go into a crawl space to look for a man who appeared in her apartment. She stated there were no other persons in the apartment.

11:48 a.m. Report of an employee of Evergreen assisted living faculty selling a resident’s medication.

3:12 p.m. Report of a suspicious male walking with a baseball bat near Lincoln Elementary.

7:03 p.m. Individual fled from law enforcement during a traffic stop. Consideration of charges will be escalated fleeing, reckless driving and disregard to stop sign.

Brayton Schoner, 26, was arrested on a Stark County warrant, breaking into a vehicle, criminal conspiracy and attempted to commit C felony.

9:58 p.m. Brayton Schoner, 26, was arrested on a Stark County warrant, breaking into a vehicle, criminal conspiracy and attempted to commit C felony. Brayton is being held at the SWMCCC with no bond.

8:44 a.m. Report of a 30-year-old male located deceased outside of the Suburban Suites.

8:48 a.m. Individual came in to report her neighbor was driving with out-of-state license plates and felt they should have ND registration since they are employed here.

9:41 a.m. Report of a male drinking a red-colored liquid from a gallon. The individual was pacing and dancing around a light pole, “acting funny.”

11:19 a.m. Report of a female whose backpack was stolen along with three fishing poles during the night at Pleasant Valley Park.

1:42 p.m. Report of a Transition Living Center resident being aggressive and yelling.

7:00 p.m. Jonah Stout, 43, and Christina Raustler, 33, were arrested for possession of drugs other than marijuana and Schedule IV Controlled Substances. Both were transported to SWMCCC with no bond. Additionally, Raustler had a warrant for possession of fentanyl in McKenzie County.

8:41 p.m. A black and white cat was caught in the 10 block of Broadway E. The feline was transported to the shelter and placed in a kennel.

9:13 p.m. Report of a fight at Champs Bar. No arrests were made.

10:19 p.m. Report of driving away during traffic stop when officer attempted to arrest individual on a warrant. The vehicle eluded police, and pursuit was later terminated.

11:51 p.m. A 2009 Hyundai Elantra was reported stolen in the 2600 block of 6th Ave W.

9:57 a.m. Report of a Juvenile Male, 16, runaway. He was later located and transported to Sunrise Youth Bureau per guardian’s request.

10:16 a.m. A reported stolen vehicle from Glendive, MT was located and impounded. Glendive PD was notified and took over the case.

7:13 a.m. A male called in from out of state to perform a welfare check on his girlfriend. According to responding officers it appeared that the female was using him for his money and stopped contacting him.

1:21 p.m. Pistol magazine was found in2400 block of State Ave N and turned into DPD for safekeeping.

8:33 p.m. Report of a couple who did not pay for their services at El Sombrero Mexican Restaurant.

3:27 a.m. Another report from the previous woman who appeared to be hallucinating calling again to report that the man in her crawl space was now burning her feet. The woman hung up the phone.
