September 30, 2023 – Moreno Valley — Assemblymember Dr. Corey A. Jackson has formally requested the Office of the attorney General to expand the ongoing civil rights investigation to include allegations of sex trafficking and drug trafficking by Correctional Deputies within the Riverside County Sheriff’s Department. This request is in response to recent reports concerning these activities within Riverside County’s correctional facilities, which fall under the supervision of Corrections Assistant Sheriff Edward Delgado.

Deaths in county jails have reached a two-decade high, and allegations of excessive use of force, sex trafficking, and drug trafficking have emerged. To address these grave concerns and maintain public trust, Assemblymember Dr. Corey A. Jackson is requesting the investigation to be broadened to include:

1.                  The circumstances surrounding the recent reported incidents of sex trafficking and drug trafficking within the correctional facilities by Correctional Deputies: These allegations have raised significant concerns about the safety and integrity of the correctional system.

2.                  An assessment of the effectiveness of leadership, including Corrections Assistant Sheriff Edward Delgado, in preventing and addressing such incidents.

3.                  A determination of whether there was any knowledge or involvement by department leadership in these alleged activities.

“Riverside County residents have lost faith in the Sheriff’s Department, and it is imperative that we take immediate and decisive action to rectify this situation,” emphasized Assemblymember Dr. Corey Jackson. “Both Sheriff Bianco and Corrections Assistant Sheriff Edward Delgado (Moreno Valley City Councilman), responsible for overseeing the Corrections Operation, must be held accountable for their inadequate oversight and leadership. The occurrence of such grave offenses within the Sheriff’s Department sends a stark message to our community that those at the highest levels of leadership in the Sheriff’s Department are not upholding the principles of law and order.”

The people of Riverside County deserve answers, and their trust in law enforcement agencies and government institutions must be upheld. It is vitally important that these incidents are investigated independently to maintain the highest standards of accountability.
